Web17 Oct 2006 · To unshelve other user's changes from Visual Studio you need to go to Pending Changes Window, hit unshelve and write the shelveset's owner name. You don't need extra permissions to see other user shelvesets, Read and Checkout permissions on the changed files are enough.
